    I need a device that is a simple Wifi or Bluetooth remote, that when you press the button it triggers an action on the host PC.

    Ideally a remote with two programmable action buttons.

    Get a USB IR receiver, they're cheap. There's free software out there that will let you use basically any remote you want for any device and map the buttons to do what you want on the PC. It's how I used the Plex PC app for a few years until I got a Roku and installed Plex on that.

    You should be able to make something pretty easy out of a pi zero w. A python serer running on the computer and another on the pi.
